Hurricane Lowell Stayed Offshore—Nearly All of Kauaʻi Still Lost Power
Hurricane Lowell never made landfall in Hawaii. It did not need to.
As the storm’s center passed west of the islands early Tuesday, September 8, its sprawling wind field battered Kauaʻi with hurricane-force gusts, toppled trees and knocked out electricity for nearly every customer served by the island’s utility cooperative.
The result was a striking reminder that a hurricane’s center line does not define its danger. Kauaʻi Island Utility Cooperative reported that nearly all of its roughly 35,000 members lost power at the height of the storm, affecting an island with about 73,000 residents, according to The Associated Press.
The eye stayed away, but the wind did not
Lowell passed just west of Niʻihau and Kauaʻi as a Category 2 hurricane before weakening and moving north. At Barking Sands, sustained winds reached 51 mph and a gust hit 84 mph. Līhuʻe Airport recorded sustained winds of 54 mph with a 79-mph gust, according to Hawaii News Now, citing official storm data.
Those measurements help explain how an offshore storm produced islandwide consequences. Tropical-storm-force winds extended as far as 205 miles from Lowell’s center, while hurricane-force winds reached outward as much as 60 miles.
Crews began clearing downed trees, sand and rocks as daylight revealed the damage. Emergency officials asked residents to remain off roads so assessments and restoration work could proceed without creating additional emergencies.
Power loss became the clearest measure of disruption
Kauaʻi’s near-total outage was the storm’s most immediate islandwide impact. Losing electricity at that scale can interrupt water pumping, communications, refrigeration and medical equipment even when homes escape structural damage.
The outage also complicated an already cautious return to normal operations. Schools and government offices had closed on Kauaʻi, Oʻahu and Niʻihau before Lowell’s closest approach. As conditions improved, the Hawaiʻi Emergency Management Agency announced that statewide hurricane and tropical-storm warnings had been canceled and that public facilities on Oʻahu would reopen Wednesday.
Officials nevertheless continued warning residents to watch for downed power lines, debris and damaged roads. The end of a hurricane warning means the forecast threat has eased; it does not mean every neighborhood is safe or every service has returned.
Flooding and surf remained dangerous after the winds eased
Lowell’s departure did not immediately end the weather hazards. Moisture trailing behind the storm kept flash flooding and mudslides a concern, especially on Kauaʻi. Floodwaters crossed a coastal highway on Oʻahu’s western side, and crews worked to remove sand and rock from the route.
The National Weather Service in Honolulu said Lowell’s southwest swell continued producing damaging surf along exposed Kauaʻi shores Tuesday morning. Waves were forecast at 12 to 16 feet along the island’s west- and south-facing shores before falling later in the day.
Forecasts had warned that localized storm rainfall totals on Kauaʻi could reach 24 inches. That figure represented a possible maximum, not an islandwide measured total, but it underscored why flood and mudslide warnings remained important after the center moved away.
Recovery begins during an unusually punishing season
Lowell arrived only about a month after Tropical Storm Lala caused landslides, washed away roughly 100 homes and triggered widespread outages in Hawaii. The quick succession leaves public agencies, road crews and families managing new damage before the earlier recovery is complete.
By Tuesday afternoon, Lowell was pulling farther north and was forecast to weaken to a tropical storm. The improving track brought relief, but the central fact remained: the hurricane stayed offshore while its effects reached almost every household on Kauaʻi through the power grid.
For residents, the next phase is less dramatic than watching a storm approach but just as consequential—restoring electricity, inspecting roads and coastal infrastructure, and determining which communities will need the most help in the days ahead.
