Blackout Risk Rises for 67 Million as Heat Wave Pushes America’s Largest Power Grid Into Emergency Conditions
The lights are still on. The margin protecting them is getting thinner.
A punishing heat wave is driving electricity demand toward record territory across a wide swath of the United States, prompting federal officials and two major grid operators to take emergency steps intended to keep tens of millions of homes and businesses powered.
The most immediate concern is the PJM Interconnection, the country’s largest regional power grid. PJM serves about 67 million people across a territory stretching from the Washington, D.C., area toward Chicago. As temperatures climb above 90 degrees in major cities during the day’s peak-demand hours, air-conditioning use is putting unusually heavy pressure on available generation.
PJM called a maximum-generation emergency
PJM’s official emergency dashboard shows a Maximum Generation Emergency/Load Management Alert in effect from 12:01 a.m. through 11:59 p.m. on Wednesday, September 2. The alert calls on generators with units already offline for planned work to tell the grid operator how quickly they could return those units to service.
The dashboard also shows that PJM dispatched pre-emergency demand reductions the previous evening in zones covering parts of the American Electric Power, Baltimore Gas and Electric, Commonwealth Edison, Dominion and Pepco territories. Those reductions are part of the grid operator’s effort to balance supply and demand before conditions reach the point where customers must be disconnected.
That distinction matters: an emergency alert is not the same thing as an active blackout order. PJM was taking precautionary steps to preserve reliability, and there was no broad announcement Wednesday morning that rotating outages had begun.
Federal officials authorized backup generation as a last resort
Late Tuesday, Energy Secretary Chris Wright authorized PJM to direct backup generation resources to operate if needed. The Department of Energy described the move as an effort to stabilize the Mid-Atlantic grid and reduce blackout risk, according to Reuters.
The authorization applies before the system reaches a Level 3 energy emergency—the stage at which rotating blackouts can become one of the final options for keeping the wider grid from becoming unstable. In other words, federal officials are giving PJM another tool to use before deliberately cutting power to groups of customers.
ABC News also reported that grid operators expected demand to approach records as the heat spread across multiple regions. The strain is not confined to the East Coast.
The Midwest grid is nearing its all-time demand record
The Midcontinent Independent System Operator, or MISO, which manages electricity across 15 states in the Midwest and South, projected Wednesday’s peak demand at roughly 121 gigawatts. Its all-time high is 127.1 gigawatts.
MISO raised its reserve requirement to create a larger buffer against an unexpected power-plant failure or transmission bottleneck. Reserves are essential because a grid must continuously match the electricity being consumed with the electricity being produced; a sudden shortfall can force operators to shed load to stop a wider collapse.
Some utilities were already asking customers to help. In rural Missouri, Howell-Oregon Electric Cooperative urged people to unplug unused chargers and appliances and consider raising thermostats to reduce air-conditioning demand, Reuters reported.
What residents should watch next
The highest-risk period generally arrives during the late-afternoon and early-evening peak, when temperatures remain high and electricity use is elevated. Conditions can change quickly if a major generator trips offline or a key transmission line becomes congested.
Residents should follow alerts from their own electric utility because PJM and MISO operate wholesale grids; local power companies communicate any customer-level conservation requests or outage instructions. People who rely on powered medical equipment should review backup arrangements before any interruption, while anyone using a portable generator must keep it outdoors and away from doors, windows and vents.
For now, the story is one of prevention rather than failure. But the combination of extreme heat, near-record demand and last-resort generation authority shows how close operators believe the system could come to its limits—and why the next several peak hours matter.
